Born on July 12, 1956, in Pano Lefkara. He attended the 3rd Urban (Primary) School of Agios Dometios and then the Pancyprian Gymnasium Kykkos Boys, graduating in 1974 (Vocational Track). From 1974 to 1976, he served his military service. From 1976 to 1982, he studied at the Medical School of Aristotle University of Thessaloniki. He was appointed as a resident doctor in Pathology in August 1983 at the Special Diseases Hospital of Thessaloniki, and in August 1984 at the A’ University Clinic of the AHEPA Hospital, where he remained until August 1988, completing his specialization in Internal Medicine. In October 1988, after exams, he obtained his specialization in Internal Medicine. From August 1988 until October 1989, he worked as an associate at the A’ University Pathology Clinic, focusing particularly on the Hypertension Department.

He was particularly involved with hypertension and diabetes mellitus, publishing works in scientific journals and presenting them at scientific conferences. He has been and continues to be a member of several scientific societies, including the Diabetological Society of Northern Greece, which was renamed the Hellenic Diabetes Study Society, and the Society for the Fight Against Hypertension, which merged with other societies to form the Hellenic Hypertension Society. In 2006, he actively participated in creating and coordinating the team that wrote the “Guidelines for the Diagnosis, Treatment, Monitoring, and Prevention of Complications of Diabetes Mellitus,” which was issued by the Ministry of Health.

In October 1989, following a selection process, he was appointed as a Medical Officer Lieutenant in the Ministry of Defense of Cyprus and was assigned as the Head/Director of the Pathology Department at the 106th Army Hospital, where he worked until June 6, 1991, when he was appointed to the Public Service in the Ministry of Health, Medical Services, and Public Health Services.

He worked at Larnaca General Hospital, and from November 1991 to May 1996, he worked in the afternoon outpatient clinics of Nicosia General Hospital while also visiting the Paraplegic Wing as a specialist pathologist in the mornings. From 1996 to 1999, he worked in the morning outpatient clinics at Nicosia General Hospital. In October 1999, he was transferred to the Central Offices of the Medical Services and Public Health Services. In 2002, he was promoted to Senior Medical Officer, and in July 2007 to First Medical Officer. On January 5, 2009, he was transferred to Larnaca General Hospital as P.I.L., Director of the General Hospital of Larnaca, where he remained until March 25, 2010, when he was again transferred to the Central Offices of the Medical Services and Public Health Services as Deputy Director of Medical Services and Public Health, remaining until March 30, 2011.

He was then seconded to the Ministry of Health’s administration and was assigned the task of Director of the Coordination Team for the Transposition of the Cross-Border Healthcare Directive into National Legislation until December 2013. From January 2014 to April 9, 2014, he was appointed by the Cabinet as Deputy Director General of the Ministry of Health. At the same time, he served as a member of the Board of Directors of the Health Insurance Organization. He continued, in full cooperation with the Deputy Director General of the Ministry of Health, to lead the Ministry’s Team in negotiations with the Troika. He was then assigned the role of Director of the Coordination Team for the GESY Reform and the Autonomy of Public Hospitals. In addition to these duties, on March 15, 2015, until November 17, 2016, he was appointed as the Executive Director of Makarios Hospital (NAM III). From November 17, 2016, to March 1, 1999, he served as Executive Director of Makarios Hospital (NAM III). Periodically, he was also assigned additional duties as Deputy Director of Medical Services and Public Health (August 13, 2015 – September 12, 2015, December 29, 2016 – April 4, 2017). He was appointed a member of the Cyprus Medical Council (January 2017 – February 2018).

On March 1, 2019, he was appointed by the Cabinet as the Commissioner for the Supervision of GESY (Complaint, Audit, and Supervisory Commissioner of the General Health System GHS), created and operated the Office of the Commissioner for GESY Supervision, and retired on July 31, 2024.

During his service, he represented the Medical Services and Public Health Services and the Ministry of Health in meetings of the World Health Organization’s Middle East Regional Office and the European Regional Office. He participated many times in the General Assemblies of the World Health Organization in Geneva. He participated in numerous sessions of committees of the European Union, both before and after Cyprus’ accession.

He served as a member of the High Health Council of Athletes, a member of the Food Council, a member of the Food Safety Council, and a member of the Five-Member Disciplinary Council for Anti-Doping.

He has research work both in the clinical field and in health issues and health systems. He has publications in Cypriot, Greek, and international scientific journals. He has participated in many conferences as a speaker, chairperson, and in the organizing committee. He has attended many educational programs (Workshops) both in Cyprus and abroad, focusing on issues of public health, quality in health services, health systems, health policies, and strategies for health programming and health promotion.

Dr. Stylianos Pikis graduated from the Medical School of the University of Debrecen in Hungary and then obtained a Master of Science (MSc) in Public Health from the School of Public Health of the same university.

He specialized in Neurosurgery at the Hadassah Medical Center-Hebrew University Hospital, Jerusalem, Israel, and at the General Hospital “Korgialenio-Benakeio” Hellenic Red Cross in Athens.
